<image:title>Blog - Data, Questions, and Comparisons: Three Things Every Impact Evaluation Needs - Most people who request an impact evaluation do not know what they are actually asking for or what they need to have ready. They know they want to know whether a program worked, and they know they need to collect data. But when the evaluator starts asking questions about comparison groups, dosage data, and construct definitions, the conversation stalls.</image:title>

At some point, the researcher in me took over the planning and development, and I found myself pulling directly from my measurement training to guide how these tools were designed, tested, and refined.</image:title>

That’s when my budget people start having fun, because planning and funding allocation officially begin.</image:title>

<image:title>Blog - Comprehensive Needs Assessments: A January Series for Federal Programs - January marks the start of Comprehensive Needs Assessment (CNA) season for schools and districtwide programs receiving federal funds under the Elementary and Secondary Education Act (ESEA). Across Title I and other ESEA programs, CNAs are a required planning step and a foundational component of schoolwide and targeted support models. At their best, CNAs are intended to help schools and programs understand where needs exist, why those needs persist, and how resources should be allocated to address them.</image:title>

<image:title>Blog - What I’m Learning About Psychometrics as an Evaluator - This fall, I’ve been immersed in one of the most challenging and unexpectedly meaningful parts of my doctoral program: psychometrics. Psychometrics is the science of how we measure concepts that cannot be observed directly, and before this course, I understood reliability, validity, and measurement error in the general sense that most evaluators do. I could define them, apply them, and teach others about them.</image:title>

<image:title>Blog - Adjusting the Lens: How Statistics Help Us See Student Data More Clearly - This idea came to me while studying for finals and writing my end-of-semester papers on statistics and measurement. I had been immersing myself in multiple regression and, as I usually do, I started “playing around” with data. That is my way of understanding statistical techniques, I manipulate variables, test scenarios, and watch how the relationships shift.</image:title>

<image:title>Blog - We Can’t Ignore Student Demographics in Education - Lately, there has been a shift in how we talk about student needs. The phrase “we serve all students” has become common in educational discussions, often combined with a caution to not focus too much on specific groups out of concern that, by doing so, we could be excluding others.</image:title>
<image:caption>Generally speaking, this idea could sound fair and inclusive, but my experience analyzing educational data suggests something different: blurring subgroup distinctions only risks overlooking the very factors that explain why achievement gaps persist.</image:caption>

<image:title>Blog - The Creative Side of Evaluation: What I Love the Most - Talking about evaluation with colleagues brings up different reactions, mostly ranging from not knowing what evaluation is to the ones who avoid the subject because they feel it is too technical and complex, to the ones who think all I do is stare at spreadsheets and data all day long. And they are not wrong, a big part of my job is indeed complex and looking at data from multiple perspectives and for multiple purposes.</image:title>
<image:caption>But there is a creative part to evaluation that allows my curious mind to activate and engage (borderline to obsession) and that is something that really energizes me about this career.</image:caption>

<image:title>Blog - Reliable Enough: What Evaluators Should Know About Measurement Error - This fall, as part of my doctoral coursework in measurement, I’ve been immersing myself in some of the theories and frameworks we use to measure complex human constructs. But don’t go just yet — I’m not going to write a lecture on the foundations of Classical Test Theory (CTT) or Factor Analysis. I’ll save those for my continued suffering as I navigate this course.</image:title>
<image:caption>What I want to share instead is one of my biggest takeaways so far: the realization that the numbers we often rely on in evaluation are not as exact as they seem.</image:caption>

<image:title>Blog - When AI, R, and a Spreadsheet Walked into FASFEPA… - Earlier this fall, I had the opportunity to present one of my favorite sessions yet at the FASFEPA Fall Forum: “AI, R, and a Spreadsheet Walk into a District… and Evaluation Got Easier.” The title always earns a few smiles, and that’s intentional. Behind the humor is a real challenge that evaluators and federal program leaders face every day: how do we continue to produce high-quality evaluations when resources are shrinking? Budgets are tighter, expectations are higher, and districts are being asked to do more with less.</image:title>

<image:title>Blog - Asking the Right Questions: A Template for Working with External Evaluators</image:title>
<image:caption>Districts often bring in an external evaluator when they need support beyond what their team can do alone. Sometimes it’s a grant that requires an independent evaluation. Other times it’s a large initiative that needs a careful look at results. And in many cases, districts simply cannot afford a full-time internal evaluator, so they turn to external evaluators for specific projects. Whatever the reason, the hope is usually the same: “We want someone to help us understand what’s working and what can be better.”</image:caption>
